The Project: Stryker Brigade Readiness Centers
The Pennsylvania National Guard’s Stryker Brigade program includes 10 new readiness centers, along
with extensive upgrades to their existing facilities. Each secure center is designed for use by the
Pennsylvania Army National Guard for troop training and military vehicles. The projects are
administered through the Pennsylvania Department of General Services. CJL Engineering was
selected to provide the Mechanical and Electrical Engineering design for three facilities: Bradford,
DGS 962-15; Hermitage DGS 963-16 and Punxsutawney, DGS A964-46. The projects are being
designed to achieve the National Guard Bureau’s Sustainable Project Rating Tool (SPiRiT) Gold Rating
standard (a U.S. Military sustainability standard comparable to LEED®).
CJL Engineering Design Solutions:
• The HVAC design feature rooftop Air-Conditioning units with DX cooling, gas heat.
• Electrical Power Distribution includes electric service entrance and power distribution
equipment
• Redundant Systems for backup Power Generation, automatic transfer switches and duct
banks
• Secure Technology Network includes new telephone service entrance and data
infrastructures
The Project: Cambria County Central Park Complex
This adaptive retrofit involved the conversion of a landmark department store into an energy
efficient and technologically advanced mixed use facility. All Electrical and Mechanical Systems were
replaced. A Technology Network was added, structural changes were made and all interior spaces
were reconfigured. The resulting facility includes: a restaurant, retail space, academic center, and
consolidated offices for Cambria County Human Services, as well as a County Courtroom.
CJL Engineering Design Solutions:
• A new Central Boiler / Chiller Plant supplies the heating / cooling needs. A 220-Ton split
Air-Cooled Chiller was installed on the roof. The Secondary Chilled Water Pumps are
controlled by a Variable Frequency Drive package. Air distribution is accomplished through
Variable Volume, Heating and Cooling Air-Handling Units controlled through Variable
Frequency Drive Packages for energy savings.
• The Electrical Distribution System includes a 2,000 amp, 480-volt electric service for the
second through fifth floors, an 800-amp, 480- volt service for the main floor and lower
level. A new Emergency Generator was installed.
The Project: Afghanistan Border Police Battalion
CJL Engineering partnered with Michael Baker Corporation on fast-track redevelopment strategies in
Afghanistan. These projects include standard designs for police barracks compounds and border
patrol stations for use throughout the country. Each compound has 22 to 24 buildings that include
barracks, an administration building, kitchen / laundry, ammunition storage, a medical clinic and a
guard tower.
CJL Engineering Design Solutions:
• Lighting design including site lighting, general building lighting, explosion-proof fixtures in
classified are as and search lights at guard towers
• Power for the compounds is provided by a combination of primary and standby generators.
Full site distribution utilizes underground feeds and panelboards in each building with
adequate fuel storage to maintain facility operation for 30 days.
• Heating, ventilation and air conditioning design including DX evaporative cooling and
oil-fired heating.
The Project: VA Pittsburgh – Highland Drive
The Highland Drive Division of the VA Pittsburgh Healthcare System is an acute care, tertiary
neuropsychiatric facility serving the tri-state area of western Pennsylvania, northern West Virginia,
and eastern Ohio. The Highland Drive Division is specifically designed and equipped for the total care
and treatment of Neuropsychiatric, substance abuse, and intermediate medicine patients. All
programs are well supported by an attending and consultant staff of subspecialty physicians and
allied health personnel. There is an active research program with principal investigators specializing
in the study of schizophrenia, sleep and cognitive disorders, and related psychiatric illnesses.
Highland Drive has also opened a complete Adult Day Health Care Program, and is home to the
Operation Enduring Freedom / Operation Iraqi Freedom Primary Care Clinic servicing active duty and
veterans of recent conflicts.
CJL Engineering Design Solutions:
• New state-of-the-art NICU utilizing perimeter radiant and low velocity air distribution.
• Two new custom hospital-grade Air-Handlers were designed, one for 107,000 CFM and the
other for 70,000 CFM. Each contains dual supply and return air fan systems for redundancy.
• Hot water reheat coils were used in all VAV boxes for reheat applications.
The Project: CamTran Transit Center
CJL Engineering provided Mechanical and Electrical Engineering design on a major upgrade to the
CamTran Transit Center, located between Main and Locust Streets in downtown Johnstown, PA. The
primary challenge was to improve the air quality of the facility, which was impacted by the exhaust
from transit buses that park and idle in this partially enclosed space. A new Bus Exhaust System was
designed to alleviate the air quality problems that had been impacting pedestrians, transit patrons
and neighboring retail businesses and offices.

• Custom Engineered Exhaust System to remove the exhaust fumes from the Transit Center.
• High-Efficiency Updated Lighting Systems.
• New restroom facilities.
• Strict adherence to all City of Johnstown codes and ADA Compliance requirements for
transit centers
